Is there a fix? Manufacturer service bulletins

The failure pattern owners describe
The 2010 Saab 9-3 was caught in the Takata airbag recall (campaign 16V063000). Owners received notices starting in March 2016 stating that the airbag inflators could rupture under certain conditions—especially in higher-humidity environments and on older vehicles—potentially ejecting metal fragments through the cushion and injuring or killing occupants. The problem was straightforward but severe: replacement parts did not exist.
Owners called dealerships repeatedly over six months, nine months, even over a year. The responses were always the same: no idea when parts would arrive, no timeline available, possibly no plan to fix it at all. Some dealerships claimed the vehicle was safe to drive despite the recall. When owners asked for loaner cars while waiting, they were refused. A few owners inquired about having the airbags disabled as a temporary measure but were told dealerships were not authorized to do that.
Owners in varying humidity zones (Zone B, Massachusetts, Texas, and others) all experienced the same delay. Some knew people with newer vehicles in the same area who had already received replacement parts, which made the wait feel arbitrary and unfair. One owner had owned the car for six years in a hot, humid climate before the recall came down and felt the age and climate exposure made the defect more urgent, not less. Throughout the complaint period, no owner reported an actual airbag deployment or injury—the issue was the unresolved recall itself.

Failure modes owners describe
Takata airbag recall (campaign 16V063000) — parts unavailable, indefinite delay
Owners received recall notices (mostly March 2016) for Takata airbag inflators that can rupture under certain conditions, potentially ejecting metal fragments through the cushion material and causing injury or death. The critical problem: replacement parts were not available. Saab/GM dealerships repeatedly told owners they had no timeline for repair and could not say when or if parts would ever arrive. Multiple owners called multiple times over months with no progress. Some dealerships refused loaner vehicles, claiming the car was still safe despite the recall.
When: Recall notices received March–May 2016; complaints filed through mid-2017 with parts still unavailable 6+ months later
Symptoms owners cite: Received recall notice for Takata airbag inflator defect; Replacement parts unavailable at dealership; Dealership unable to provide timeline for repair; Dealership claiming vehicle is safe to drive despite recall; Vehicle parked or not driven due to safety concern
Codes mentioned: 16V063000
Repairs/costs cited: Recall replacement airbag inflators unavailable; dealerships unable to complete repairs. No parts availability dates provided to owners. Some owners inquired about disabling airbags as interim safety measure but were told they could not be disabled.
Recalls/TSBs owners mention: NHTSA campaign 16V063000 issued May 2016. GM/Saab dealerships stated parts unavailable and provided no estimated repair date. Some owners reported GM hotline promised supervisor callback but it did not occur. Dealerships stated they were not authorized to disable airbags pending repair.

I received a notice dated march 16 regarding the airbag and that inflation may result in injury or death - there is currently no resolution for this issue. In the event of an inflator rupture, metal fragments could pass through the air bag cushion material, which may result in injury or death to vehicle occupants. Parts are not available, but in the mean time I could be killed
