WHEN THE LIGHTS ARE ON (AT NIGHT), THE REAR LIGHTS ARE CONTINUOUSLY AT THEIR HIGHEST BRIGHTNESS, AS IF THE BRAKES WERE PRESSED DOWN. SO, IT APPEARS THAT THE BRAKES ARE ON CONTINUOUSLY.
